About Financial Services

The Financial Services Department is responsible for capital and debt planning, investments, accounting, payroll, grant management and payables, along with providing additional fiscal support to departments across the County. 

The Finance Department also manages Mecklenburg County’s $1.75 billion FY 2019-23 capital improvement plan. This 5-year plan funds a range of projects, including creating new community resource centers, updating County facilities, and expanding the park and greenway system. Funding is also included for Charlotte-Mecklenburg Schools, Central Piedmont Community College and Charlotte Mecklenburg Library capital projects. 

Procurement

Develops integrated procurement strategies, aligned with County department needs for goods, services and technology. Assists with vendor registration, vendor performance and vendor relationship management.

Financial Support Services

Provides fiscal support services on behalf of Mecklenburg County departments such as contracting, revenue recording, invoice processing, reimbursement reporting, compliance auditing, budget development, patient accounts and claims management.

Responsible for encumbering contracts and purchase orders, accounts payable, financial reporting and tax accounting.
